Also gemäs diesem Thread im Golf-Forum passt zumindest Golf 5 Lenkrad in Golf4. Von demher sollten die Chancen gut stehen, dass Leon2 auch in Leon1 passt...

Acording this therad in a Golf forum it's at least possible to put an Golf 5 wheel in a Golf 4. So there should be a good chance that it would also work from a Leon2 to a Leon1. The only thing you have to change (solder) is the airbag plug in your car. you have to use the one from golf5/Leon2. The airbag should worke properly (same system).
In this thread here they are discussing if it's possible to use the buttons of the new wheel.
If you have had an Multifunction wheel in the Golf4 it's possible but you have to do some changes... (they didn't said what kind of yet). What they came up with is that every Golf4 (Leon?) with ESP already has the right "moving connection" (or how ever that thing between Car and steering wheel is called) which should make it possible to use the buttons. But no definite solution yet.
And as i said its about golf 4 and 5 so no prove that it's the same in the leon...
